Si bien las propuestas de cobrar por el envío de correo electrónico se vienen discutiendo desde hace años, Gates dio un impulso a la idea en enero, durante el Foro Económico Mundial que se realizó en la localidad suiza de Davos. Algunos de los detalles se dieron a conocer la semana pasada como parte de una estrategia "anti-spam" de Microsoft, según informa la agencia AP.
Empecemos con las matemáticas: a un centavo o menos por artículo, los gastos de envío no afectarían el bolsillo de aquellas personas que sólo mandan unos cuantos mensajes al día. Pero no sucedería lo mismo con quienes envían millones de mensajes electrónicos no deseados o "spam".
Una de las propuestas establece que en vez de pagar un centavo, el remitente tendría que "comprar" el franqueo dedicando tal vez 10 segundos de su tiempo a resolver un problema matemático. Dicho ejercicio serviría simplemente como prueba de la buena fe del remitente.
El tiempo es dinero y probablemente quienes envían los correos no deseados tendrían que adquirir un número mucho mayor de máquinas para resolver cada uno de los acertijos. El software de código fuente abierto (open source en inglés) Hashcash, disponible desde el año 1997, tiene un enfoque similar y ha sido incorporado a otras herramientas contra el "spam", como Camram y Spam Assasin.
Mientras tanto, la firma Goodmail Systems se ha puesto en contacto con Yahoo! y otros proveedores de correo electrónico para analizar la posibilidad de usar dinero en efectivo. Goodmail contempla el cobro de un centavo por mensaje a quienes envían grandes cantidades de correspondencia para evitar que los mensajes sean anulados por los filtros anti-spam y calificados como correo basura.
Todo lo anterior parece interesante para frenar el "spam", pero ¿qué sucede si se elimina el correo electrónico deseado? Considere lo simple y barato que resulta mandar hoy un correo electrónico a un amigo, a la familia o inclusive a un burócrata del municipio. Es agradable no tener que preguntarse si vale la pena pagar un centavo por enviar un saludo a la abuela.
¿Y qué pasaría con todas las comunidades que están unidas a través del correo electrónico? Esos centavos se irían sumando y finalmente llegarían a un monto considerable. A algunos expertos de Internet les preocupa que convertir el correo electrónico en un negocio podría disminuir su papel en la democratización de la comunicación.
"Disminuye la capacidad de hablar y expresar opiniones propias ante grandes grupos de personas", señaló David Farber, un experto en tecnología que administra una lista de correo electrónico con más de 20.000 suscriptores. "Cambia completamente la faz de la red", agregó.
El director ejecutivo de Goodmail Richard Gringras dijo que las personas podrían enviar un número limitado de mensajes de manera gratuita, mientras que las listas de direcciones y las organizaciones sin ánimo de lucro podrían tener alguna rebaja en el precio.
¿Pero a qué nivel el correo electrónico dejaría de ser gratuito? ¿En qué punto, las listas de direcciones son lo suficientemente grandes o económicamente rentables como para que paguen tarifas completas? Goodmail aún no tiene una lista de precios, por lo que Gringras no lo tiene claro todavía. Vint Cerf, uno de los padres de Internet, dijo que quienes envían los correos no deseados seguirían aprovechando cualquier sistema gratuito.
"Probablemente quienes envían estos correos cambiarán continuamente su nombre de buzón electrónico", dijo Cerf. "Sigo estando impresionado con la velocidad y agilidad de la que gozan", añadió. ¿Y quién se lleva los pagos? ¿Cómo se construye y se paga un sistema que rastree todo esto? La propuesta fue elaborada pensando sobre todo en Estados Unidos y, aunque no hubiera dificultades de conversión con las divisas, incluso pagar una pequeña cantidad podría ser una gran carga para los países en desarrollo, según John Patrick, ex vicepresidente de tecnología de Internet en IBM Corp.
"No sólo tenemos que pensar en el bien relativo de medio millón de personas que hoy usan el correo electrónico, sino también en los 5.000 o 6.000 millones de personas que aún no lo utilizan, pero que pronto lo harán", dijo Patrick.
Algunas de las propuestas incluso permiten a los destinatarios decidir sus propias tarifas. Un estudiante universitario podría aceptar un correo electrónico con una estampilla de un centavo, pero un ocupado director ejecutivo podría exigir un dólar.
Sonia Arrison, del Instituto de Investigación del Pacífico, un centro de estudios a favor de soluciones basadas en el mercado, se muestra escéptica ante las propuestas de pago y apunta que será difícil convencer a la gente para que pague, ya sea en dinero efectivo o tiempo, por algo a lo que se acostumbró a usar de forma gratuita.
Los críticos del sistema de pago ven con mejores ojos otros planteamientos, que incluyen el uso de tecnología para identificar al remitente y demandas para acabar de una vez por todas con quienes envían correo basura.
